Vancouver Island Health Authority Enterprise Geographic Information System Strategic Plan
This project will see the development of a strategic plan to help guide the implementation of an enterprise geographic information system (GIS) within the Vancouver Island Health Authority (VIHA).
Several GIS initiatives are already underway within the VIHA-a community health atlas, an emergency management GIS module, and GIS support for health planning and information dissemination. This project will improve the alignment of those initiatives by helping guide the VIHA in developing an enterprise GIS. An enterprise GIS will provide additional support for the VIHA to make more informed decisions about its programs, resources, health service delivery, and community health planning, enabling it to continually improve its client service This project is of interest to a wide variety of stakeholders: VIHA employees (e.g., program managers, environmental health staff, planning staff, population health analysts, community care facilities licensing staff, and performance improvement analysts), local governments, non-governmental organizations, community planners, physicians, academics, researchers, municipal emergency coordinators, and the public.
A contractor will consult with many of these stakeholders and create a comprehensive strategic plan covering stages ranging from short-term activities such as creating a solid GIS foundation, through to long-term activities such as monitoring, assessment and adaptive management. This plan will enhance the VIHA's GIS capacity and describe opportunities for the VIHA to use and contribute to the Canadian Geospatial Data Infrastructure (CGDI).
In essence, the project will help guide the growth of GIS capacity and use within the VIHA for the next decade. The GIS Strategic Plan will be modified and updated as required, and as successes are realized.
