Development and Demonstration of an On-line Land Suitability Application for Rural Municipalities

This initiative will produce a flexible Web-based application for identifying primary agricultural land, an important component of land-use planning. The on-line application will be based on the Land Evaluation and Area Review (LEAR) system, a document-based system developed by the Province of Ontario to assist municipalities with their land planning. The Land Evaluation component of LEAR assesses the agricultural importance of an area's soil, while the Area Review component identifies other factors that affect agricultural suitability, including social, economic and environmental elements of land use. By converting LEAR into an on-line application, the project will supply rural municipalities and other users with a quick and effective way of integrating and evaluating these complex factors over a geographic area. Also, it will generate "what if" scenarios and produce maps for visual comparison. The project will make practical use of the Canada Land Inventory dataset-currently part of the Canadian Geospatial Data Infrastructure (CGDI)-and other relevant datasets. Land stakeholders will benefit from this on-line system in several ways. For instance, the factors affecting land-use planning will be presented objectively and transparently on the Web for general viewing. As well, interested individuals and organizations will have an easy on-line method to use when contributing to the decision-making process.
